Chelsea Hit With £10m Fine and Suspended Transfer Ban for Agent Rule Breaches
Chelsea Football Club has been sanctioned with a £10m fine and a suspended two-window transfer ban for admitting to numerous breaches of Football Association agent regulations. The penalties follow an appeal board’s decision, which replaced an earlier suspended six-point deduction. The club’s new ownership, led by Todd Boehly and Clearlake Capital, self-reported the infractions in May 2022 during their acquisition of the club.
The west London club confessed to 74 breaches of FA rules concerning agents, intermediaries, and third-party player investment. These breaches involved approximately £47m in secret payments to unregistered agents and third parties related to transfers between 2011 and 2018. Specific player transfers under scrutiny reportedly included those for Eden Hazard, Samuel Eto’o, and Willian.
The initial regulatory commission had imposed a £26m fine, which was significantly reduced due to Chelsea’s self-reporting and “exceptional and unprecedented” cooperation, ultimately landing at £10m after accounting for early guilty pleas and previous sanctions from UEFA and the Premier League. The FA stated the £10m fine is “an appropriate penalty” designed to punish the club, deter future misconduct, and uphold the game’s integrity.
The six-point deduction, which had been suspended until June 30, 2027, was “set aside” on appeal, with the suspended transfer ban taking its place. The £10m fine will be directed towards supporting grassroots football initiatives. The FA also noted it continues to investigate individual misconduct stemming from the case, while Chelsea expressed satisfaction that a final decision had been reached.
